Hello,
There is no other way to become a District Collector than to sit for UPSC's civil service exam. You can give state's PCS but you may not rise to the post of DM through your entire career. But, if you pass UPSC's exam, you can become DM in about 5 years.

To be a District Collector you must be an IAS Officer your qualification is right to do IAS.So you need to get eligibility for UPSC examination.
Eligibility;
1. A graduate or a final year candidate can write UPSC examination.
2.The age of the candidate belong to Gen.category must be within 21-30 years, relaxations are there for OBC : 3 years, S/C S/T : 5 years. PWD: 10 years.
3.Nationality: Indian
4.Attempts: Gen: 4 attempts. OBC : 7 attempts. S/C S/T & PWD: No limit.
These are the procedure to complete UPSC exam like CSE IAS after complete examnation and getting selection you are eligible for the post of District Collector.
