to become a district collector you have to clear civil services exam.
it is divided into two categories
1. Prelims
2. Mains
you have to clear both the exams.
Eligibility Criteria for Civil Services :
you must complete or appearing in final year of graduation from recognized college or university.
your age must be within 21 years to 30 years.
And there is relaxation in UPPER AGE limit for reserved category candidates(3 years for OBC and 5 years for SC/ST candidates).

To be a district collector, you have to qualify the UPSC's CSAT examination which is held every year. you have to choose IAS for which you have to score well in the examinaiton. So there is three successful stages to clear the examination. First is Preliminary,Second is Main and thirdly the Personal Interview. There are two phases in CSE.
