Yes if you are good in preperation and also dedicated towards the same then no one can stop you from qualifying the examination so you must be well prepared for the same to qualify the examination.
IAS basically means Indian administrative services and this comes under the civil services examination which is conducted by the Union public service commission.
So it will never decide that you are general candidate then you cannot qualify the examination, all you need to give the examination first then you will know the truth about you that how capable you are to qualify the examination or not.
If you think that youare good to qualify the same then you should not think about the examination because if you think that it is tougher then you will never qualify the same so you need to think that its just like a common competetive examination and prepare well for the same as per the syllabus.
Well according to me three are no books better than the NCERT books of the class11th and 12th so you need to read those books for the preperation as they are the basics for the same and once your basics are strong then you can easily qualify the examination.

yes of course it is possible for a General class candidate to become an IAS officer.For becoming an IAS officer you have to clear Civil Services examination with a very good rank.
The criteria fixed by UPSC for Civil Services Examination are :-
1.You should be a citizen of India.
2.You should have completed your graduation from any stream but from a recognized university.
3.Candidates in their final year of graduation can also apply for the same.
4.The age limit is 21-30 years for General candidates(4 attempts) with a relaxation in age of 3,5 and 5 years for OBC(7 attempts),SC(unlimited attempts) and ST(unlimited attempts) candidates respectively.
For preparation of Civil Services examination one should have a very good command on General Studies which involves many fields like current affairs,sports,science,history,geography,economics ,political science,aptitude,etc.So you can read good General Knowledge books to improve your general studies.
Besides one has to choose optional subjects for MAINS examination.So you should choose your mains subjects accordingly and study the good books of selected subjects for Mains.
You are too young now to prepare for Civil services.So the need of hour is that you should focus on your Class 11th and 12th studies otherwise the preparation for Civil Examination at this young age will overburden you and will reduce your efficiency.
