You can start your preparation either in the 12th or after it or while doing graduation..

It is nice that you want to join IAS exam in future. IAS exam stands for Indian Administrative services which is conducted by UPSC. To crack IAS exam,you must be more hard work. Therefore you have to start preparation from 7th standard class. Firstly i want to tell you that IAS exam consist GK more parts(General studies.)
To join IAS exam,you must be passed a graduate degree from a recognized university.Appearing in final year candidates are also eligible.There is no percentage requirement.You can study from any stream to apply this exam. IAS exam age limits is 21-30 years.Age relaxation is given to reserved category students.You must citizen of India and physically fit.

Best time to start preparation of UPSC is graduation second year as you already match up with graduation syllabus also.
You can ruin your career in order to top UPSC at later point of time.
NOTE:
UPSC have limited vacancies every year, so its better to make first our educational career strong and then opt for UPSC, resultant you will have at least graduation career apart from UPSC if you didn�t get through it.

It is good that you thinking about being a topper in the most difficult exam of the country and the earlier one starts, the better is the preparation. Therefore you can start your preparation right now but only for the general studies and current affairs, because this is the thing which will always remain the same, but if you go on for studying a different subject and by the time you give the exam, the exam pattern changes, then it would be of no use all of the preparation for all these years.
Therefore it is advisable to focus on the general studies completely. And for upsc, let me clear out a myth. It is said that you need to prepare for 6-7 years to crack the upsc exam, but it is not so. You can clear the upsc exam even by seriously studying for 2 years. All of the major institutes and learned people Says that you need a complete dedicated study of 2 years for cracking the upsc exam

if you want to start ias preparation from 7 th standard than you go for it . but after of all you should consecrated on your 10 th and than 12 th and than after graduation .
than after you eligible to apply for attempt the ias exam and many more exam which conducted by upsc.
