Dear if you are willing to apply for civil service 2014 examination then i would like to say that first of all you must posses a bachelor's degree in any discipline from a recognized university and final year pursuing candidates are also eligible to apply for this examination and no percentage marks required in degree for this examination
Age should not be less than 21 years and more than 30 years and relaxation in upper age as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates
According to your mentioned date of birth you will complete your 20 years, 4 months and 27 days of your age as on 01-01-2014 that means you will not complete your 21 years of age on before 1st January 2014 which is most compulsory to have as on mentioned date and you will not be eligible to apply for civil service examination prelims 2014

i'm sorry to say that to apply for civil services 2014 you must become 21 yrs old on 1 st aug 2014 provided that you have a degree
to apply for civil services you should be between 21 to 30 yrs
For civil services exam the eligibility for it is;
1.You have done your graduation in any stream from recognized university.
2.Age limit 21-30 yrs..And at the time of filling the application you have your age 21 and then only you fulfill the criteria for the exam..
