surely you can apply for UPSC Civil Services exam now. as now you have completed your BA. It does not matter in how many attempts you have cleared your graduation. the thing that matter is you must be graduate with any percentage. so don't worry and go ahead.

If you complete the graduation then nobody can stop you to apply for the civil services examination whether you are failed as many time as you can because there is the only requirement of graduation in any discipline from a recognised university.
So here is the total eligibility criteria for the UPSC civil services examination as follows-
A candidates age should be 21 to 30 years.
There is age relaxation as follows-
5 years for the SC/ST candidate.
3 years for the OBC candidates.
5 years for the ex servicemen.
Examination pattern-
CSAT first of all you need to qualify the CSAt examination which is conducted before the mains examination its full form is civil services aptitude test.
Into this exam there are 2 papers of the general studies.
Each will consist of the 200 marks and it is 400 total.
If you qualify the CSAt then you will be eligible for the MAINS.
In the mains exam you will be asked for the optional subjects so you can choose the subjects according to your needs.
There will be 9 paers in the mains.
All consist total 2000 marks.
If you qualify the same then you will be called for the personal interview.

how many times you have failed in your graduation it does not matters as per criteria fixed for appearing in UPSC examination but you have to pass your graduation completely at the time of applying for UPSC examination.
So there is no need to worry about your past.As you are eligible for UPSC examinations fro graduates so start freshly and work hard so that you will clear upsc exam in which you are eligible.

If you have degree in the end then you are eligible for IAS exam.
First of all yo must have a Graduation degree then only you can apply for IAS exam. The exam is conducted by UPSC and you have to score top marks in the exam then only you will become IAS officer.
If your age is between 21 - 30 years and you have Graduation qualification then you are eligible for IAS examination or Civil Services Examination.
Note that there is age relaxation available for those candidates who belong to reserved category.
SC/ST - 5 years relaxation
OBC - 3 years relaxation
How to Apply:
Visit http://upsconline.nic.in and fill the online application form with all the mandatory details.
Pay the fee through bank challan or net banking. You don't have to send any hard copy to UPSC.
Be ready with the scanned photo and signature for online application as you have to upload it.
The admit card will be available on the UPSC official website before the examination. You have to take the print of the admit card and appear for the examination.

Yes you can apply for civil services exam .
For that exam you should be graduate and also can apply in last year of graduation.
It does not matter that how much time you take for completing of graduation , Only it is required that your age must be under 21-30 years .
General candidates has 4 attempts to apply where as BC candidates has 7 attempts to apply and SC/ST candidates has no limit to apply for same.
