Indian Constitution has provided for 2 institution for recruiting people for public services- one at the central level and one at the state level.
1)THe central level recruiting agency is UPSC. It recruits people for Group 'A' and Group "B" services at the central govt.level.
eg: All india services like IAS,IPS and other central govt. services like IRS, IFS etc
Apart from this, UPSC also recruits cadets for defense services.
2) Similar to UPSC at central level, each state has a recruiting agency which recruits people for public services at the state.
eg: KPSC, MPSC etc
UPSC and other state public service commissions are separate organizations, each have separate powers.
Rules for recruitment differ from UPSC to that of KPSC.

Dear Friend,
Yes, there is relationship between them.
They both are related to select the best candidates for Various Civil Services of this Country.
UPSC stands for Union Public Service Commission
KPSC stands for Karnataka Public Service Commission
UPSC conducts examination through out India to select the best of the best candidates to work for various High Level Departments of Central Government of this Country.
Where as KPSC conducts examination throughout Karanataka state only to select the candidates to work with various High Level Departments of Karanataka State Government.
UPSC is above the KPSC because it conducts exam in all over the country means you can be posted anywhere in India.
KPSC conducts exam only for state wise selection means you will be posted in Karanataka State only.
Hope it guides you well.
All the best.
Regards.
