yes there are dedicated institutes run by different state govt. for providing free coaching to the under privileges students. States like MAharashtra, Tamilnadu, Punjab etc provide such free coaching for SC/ST, OBC students of that state. SO check out if your state govt. provides such free coaching.
Apart from these SC/ST students are also eligible to receive monthly stipend. This scheme really helps them financially to buy books, magazines etc.
To join such institutes you have to write an entrance exam conducted by that institute. Only those candidates who clear entrance exam will be admitted for free coaching. THe syllabus for the exam will be similar to UPSC civil services exam.
Central govt. also sponsors some institutes to run free coaching for SC/ST students.

2) centre for coaching and career planning, jamia millia Islamia,New DElhi

yes, Central Government and Some of State Government decided to train tribal students for UPSC Civil Services Exam.
so you must keep eye on that your state government has introduced such a scheme or not.
you have to give the exam for such a institutes to get selected for the institute.
