The difference is that UPSC Civil Services exam is conducted for various higher level of Government Department.
Where as Indian Forest Service Exam is only conducted for choosing the candidates for Indian Forestry Services.
Civil Services examination includes various major departments like IAS, IPS, Indian Foreign Service.
So by appearing in Civil Services examination you can opt for various posts mentioned above.
Where as Indian Forest Service Exam is only for the Forestry Service posts.

both civil service exam and Indian forest service exam are conducted by UPSC.
Civil service exam is conducted for recruitment of candidates for posts like IAS,IPS,IRS (Indian revenue service), IAAS( Indian accounts and audit service) etc. Like these there are 24 posts for which UPSC exam is conducted.
Whereas Forest service exam is conducted for recruitment of forest rangers under Ministry of environment & forests. The main duty of IFS officers is to implement national forest policy, scientific management of forests, preventing illegal exploitation of forest resources etc
Candidates with any bachelor degree can apply for civil services exam.
But for forest services, there are certain limitations, ie candidates should have graduation with one of the subjects like botany,zoology , chemistry, maths etc only are eligible to apply

Civil Services and IFS exams are two important exams conducted by UPSC. Both exams are conducted by UPSC every year.
Civil Services Exam is conducted for various posts like IAS, IPS, Revenue, Customs etc.
IFS exam is conducted for the posts of Forest Department only.
For Civil Services you must complete graduation in any stream.
but for IFS you must complete your graduation with at least one of the subjects
Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Statistics and Zoology and B.E/B.Tech.

There is no difference between both IFS and CSE because IFS is the branch of civil services exam means Indian Forest Services comes under the Civil Services Exams and there are some exams also which are under Civil services which are - IAS, IPS, IFS, IES etc. so that you should not be so confused about this but the eligibility criteria is different for every category candidate which is around a degree in any/relevant discipline but the age limitation is same which is 21-30 years and relaxation is 5 years for SC/STs and 3 years for OBC category candidates.
Indian Forest Services exam conducted to get Forest Officer post in India and IFS Officer is a central government officer which is equal as other civil services officers.
