Eligibility criteria for UPSC:
1)Candidate must have completed graduation or engineering from a recognized university .
2)candidates who appearing in final year of graduation or engineering can also apply for the upsc exams.
3)age limit for the upsc exams is 21 to 30 years.
4)age relaxation of 3 years is given to those candidates who belongs to OBC category .
5)age relaxation of 5 years is given to those candidates who belongs to sc category.

Complete Eligibility Criteria for UPSC Civil Services Exam are following as 2013 :
Candidate must be the citizen of India
Age Limitation : Age should not be less than 21 years and more than 30 years as on 01-08-2013
5 years upper age relaxation for SC/ST and 3 years upper age relaxation for OBC
Educational Qualification : Candidate must have a bachelor's degree in any discipline from a recognized university or institute
No. of Attempts for Civil Services Examination : A general candidate is allowed to appear only for 4 attempts, OBC category candidates can appear 7 times and there is no limit for SC/ST category candidates but they also are allowed to appear for this exam only till 35 years of age.
Where to apply : UPSC Board invite applications for Civil Services exams every year through online mode only means there would not be any facility for offline application system and you can apply for this exam at - www.upsc.gov.in between these following dates :
Start Date for online Application : 02-02-2013
Last Date for online Application : 04-03-2013
Date of Commencement of Exam for UPSC Civil Services : 19-05-2013

The minimum eligibility for Civil services graduation from any recognized university.
And your age is not less than 21 years and not more than 30 years.The upper age limit will be applicable for ST/SC/OBC candidates.
