The eligibility criteria is

*You have done graduation from recognized university.

*Age limit 21-30 yrs..

And to give mains exam one has to clear the Prelims ...

the eligibility criteria for the mains examination is same as for the prelims examination.
You should be a graduate in any stream from a recognized indian university and your age should be in between 21-30 years.
Moreover to give the mains exam, you must be also cleared with your prelims paper.
Rest all the eligibility criteria is same as per the prelims examination
