The eligible criteria for combined Medical services is MBBS.A candidate who has appeared or yet to appear in Final MBBS exam can also apply.But they have to show the proof of passed documents latter.The last date of submission of application is 24.04.2012 which you can find online in the website (www.upsconline.nic.in).
Basic Eligibility criteria for UPSC Combined Medical Service Examination
--The basic educational qualification needed for a candidate to apply for this exam is a Bachelor of Medicine and Bachelor of Surgery (MBBS) degree with at least 50% marks.
--They should attain this degree from a recognized University. The candidate should also be physically fit to apply for this exam.
Age requirement for UPSC Combined Medical Service Examination
The candidates who have completed 21 years of age can apply for UPSC Combined Medical Service Examination. The upper age limit for the candidate to apply for this exam will be 32 years.

IF you have completed your MBBS final exam then you are fully eligible for combined Medical Services. Also if you appear in final exam of MBBS you can also apply for UPSC.
The maximum Age limit for appearing this exam is 32 on 1 January 2012 i.e. candidate must have been born not earlier than 2nd January 1980.
You can apply to this exam till 23 April 2012 till 11:59 pm, and you have to apply for the exam online.

Here is the qualification required for the exam:
Educational:The candidate should be pass in MBBS Degree from a recognized university
Age limit: For the exam age limit is 25-32
And relaxation will be given to the sc.st of 5 years
And relaxation will be given to the obc of 3 years
Also the age relaxation for the ph is 10 years
