UPSC (Union Public Service Commission) is nationwide examination.
GPSC (Gujrat Public Service Commission) is only for Gujrat state.
and there is no much difference except one is for central govt and another one is for state government .

There are many differences between a UNION PUBLIC SERVICE COMISSION EXAM AND GUJARAT PUBLIC SERVICE EXAM although they are civil based administrative exam.
These differences are:
1.UPSC exam is taken on all INDIA basis,while the GPSC exam is a state level exam of GUJARAT.
2.The UPSC officers are senior in their rank and post than the PCS officer of GPSC.
3.After clearing UPSC you will make the policy and regulate them of all INDIA level as well as STATE level but after clearing GPSC you will be allowed to make and regulate of the state policy only.
4.The exam of the UPSC is open for all state candidates while the GPSC exam is mainly for the candidates belong to GUJARAT except some few seats are fixed for other state candidates.
In all in all the UPSC exam is far better than the GPSC exam in terms of quality and standard.
