friend in today's generation,when you step out from the house you would be facing ample of competitive exam through which you has to clear if you want to fit to that field.like for a student if they want to join any reputed colleges or university then they had face the entrance exam,based on it they would get seat.in the same way if you are looking for a job you has to reach the demand condition and clear the written exam.
similarly competitive exam also have eligibility criteria or rules and laws which you has to follow.
one of the most important criteria is age limit and educational qualification specially for govt sectors.
-this age limit would varies from educational qualification and type of entrance exam like
in NDA EXAM the mandatory age limit required is 16.5- 19 years only,qualification is 12th passed
in CDS exam,the age limit is 19-25 years,bachelor in any subjects
for civil service exam=age limit is 21-30 years with relaxation age limit for sc/st/obc/ex-service men etc.and must be graduate
for IES =the age limit=21-30 years ,must have completed graduation in engineering

See,for most of the exams,the age limit is 21-30 years as on 1/8/2013.
But there is a relaxation of 5 years for the SC/ST and OBC candidates!

Your query is incomplete as you have not mentioned the name of competitive exams there are large no of competitive examinations.There are large no of competitive exams held every year by UPSC .
In context of UPSC exams we have the minimum age limit/mandatory age limit for the exams :
1.National defence academy exam:
>>Minimum age limit:16.5 to 19 years
2.SCRA exam:
>>Mandatory age limit is 17 to 21 years.
3.Combined defence services exams:
>>Mandatory age limit is 19 to 25 years
4.Civil services examinations and Indian engineeirn g services exam:
>>Mandatory age limit is 21-30 years.Relaxations applicable.
5.Central police force examinations:
>>Mandatory age limit is 20-25 years.

Dear there are so many competitive exams conducted by various central and state government department and each and every department keeps the age limitation different for various posts and some of the most common exams which are as :
UPSC board civil services, forest service, police services, engineering services - Should have a bachelor's degree from a recognized university and age should not be less than 21 years and more than 30 years
UPSC board NDA - Should have passed class 12th from a recognized board and age should not be less than 16.5 years and more than 19 years
SSC - LDC and DEO - Should have passed class 12th from a recognized board and age should not be less than 18 years and more than 27 years
SSC - CGL - Combined Graduate Level - Should have passed a bachelor's degree in any discipline from a recognized university and age should not be less than 21 years and more than 28 years
IBPS PO - Should have passed a degree from a recognized university with at least 55% marks and age should not be less than 20 years and more than 30 years
IBPS Clerk - Should have passed a degree from a recognized university and age should not be less than 20 years and more than 28 years
Relaxation in upper age : mostly the government provide following relaxation in upper age for competitive exams which is 5 years for SC/ST, 3 years for OBC, 10 years for PWDs and 5 years for Ex-Servicemen category candidates and relaxation in upper age for widow, divorced and separated female candidates as per government guidelines

General-21 to 30 years.
Obc-age relaxation of 3 years.21 to 33 years.
