Civil services is conducted by upsc twice in a year there are stipulated rules to write cse of union public service commission.
1.a graduate or final year candidate from a recognized university can sit for cse of upsc.
2.the candidate must have the age between 21 years to 30 years.
3.he/she must have the indian citizenship certificate.
4.a gen.candidate get's 4 chances to clear the exam,a obc candidate get's 7 attempts and sc/st no limit.

you should choose that for which civil service do you want to apply means - IAS or IPS or IFS or IFoS or IES or CMS or CDS etc. and mostly the pattern of the exam is same which is following :
To join Civil services you should have a bachelor degree in any discipline from a recognized university with at least 50% marks and your age should be between 21-30 years and relaxation in age as per government guidelines and
Preliminary Exam : this would be objective type exam in which you will have to attempt two papers in a day and each paper would contain 200 marks so that the grand total becomes 400 and qualifying is important to appear for next exam.
Mains Examination : this would be descriptive type paper where you have to face 7 different papers and total marks would be 2000 for all 7 papers and you will have to be passed in this exam then you would be allowed to face interview process.
Interview Process : If you qualify both papers then you would be allowed to face interview and if you qualify the interview process then you would finally selected for civil services and you would be sent for 2 years training under the government then you will get the appointment.

prelim exam are the basic exam which is held in the month of may in every year.
mains exam are the exam on 2nd stage only those candidate can give this exam who clear prelim exam in that year.
