Dear, those IRS officers who are selected through UPSC's Civil Services Exam and join in the Indian Revenue Service cannot shift from one service to other in the Revenue Department. To shift in another Service they have to again compete the UPSC's Civil Services Exam. from Scratch.... and there are people who did so.... But, if you go for higher rank in another service it OK... But if you are shifting to another service in the equivalent rank then you lost your Seniority and your pay and perks are likely to goes down...So, before doing so be clear about the rules...
