Eligibility Criteria for UPSC:-
~~The Candidate should be complete the degree in any stream from recognized university and there is no minimum percentage of mark for this examination and also final year students eligible for the UPSC examination.

the basic educational qualification required for attending upsc exam is that the candidate should gain graduation from any recognised university. There is no mark limits for the same.
There are no such requirement mention that one have to obtain minimum this marks in the graduation for eligible for the exam .
Only mention that one should done their graduation from any recognized university .
But for safety you should obtain atleast minimum 50% .
The other requirement you should also fulfill like
You age should be between the following limit .
For general 21-30
for obc 21-33
for sc/st 21-35
for ex-serviceman 21-35
for physically handicapped 21-40
-> You can also eligible for the exam in your final year of graduation but before the main exam you have to complete your graduation , otherwise you will be disqualified .

all the pass graduates can apply for the same
because the minimum qualification reqired for upsc exams is graduation.
so if you try to prepare your self on uposc exam level than your %age will automatically increase.

but you have to pass each subject in your degree
and do not bother about specialization or university
