IAS officers serve as secratary to various ministers. Since most of the ministers dont have any knowledge related to their portfolio, its the IAS officers who help them in performing their duty, ie policy design. Most of the time ministers only take decisions on what policy to provide, how much we can give reservation etc.
ALl the implementation and technical details of a policy are designed by the IAS officers only.
when some ministers were questioned for alleged allotment of lands, they simply said that they dont know anything and its the IAS officers who are responsible. They said that WE only signed in the document, we did not know what it is about. Then CBI started enquiring IAS officers. and the problem broke out between politicians and IAS officers. As in a parliamentary democracy, fame or shame, the ministers only have to take. they are responsible to the people who voted them to power
