UPSC has not specified any type for its essay paper. So, it is free to ask about anything under the sun. This might sound making your world without any bound but let me modify your question "What should one do to answer essay paper in CSE?" to answer it in a better way. The essay paper of CSE has a purpose behind it. It is not meant to seek information about any given topic. For this purpose, they have GS papers. Through essay, UPSC wants to test you analytical skills, how you analyse things, how you synthesize the analysed information. How much your thoughts are structured, how deep you can think about a problem, how far and wide you can go? and, if I am not wrong, you can not find these thing in any essay book. You have to develop these qualities on your own.
So how to go about it?
Inculcate a habit of seeing positives and negatives of every event. Try to analyse things using various parameters. For example, think about 'capital punishment'. What should one write about hanging Kasab? Was it good for Indians? And for humanity? Kasab killed many people taking law in his hands. We kill Kasab using the same law. The end result is taking lives without the consent of those people whose lives have been taken. Mind it, I am not saying that Kasab should not be hanged or it was right to hand him. The position that you will take should be based on sound arguments.
Do you think that UPSC is mad in that it gives 3 hours to write a single essay of about 1500-1600 words (Mind it, UPSC does not prescribe any word limit)? It is the essay paper which is used to check your whole personality. You may write 2000 words but still can get 10 marks out of 200.. Yes!! you read it right, 10 marks. The marks does not depend on how much you have written but what you have written and how it has been written.
So, my advice to you is to forbid asking about type of essays and start asking how to write good essays on ANY topic. Best wishes. Good Luck.
