UPSC is the UNION PUBLIC SERVICE COMMISSION.It is the examination conducting body of India which conducts CDS examination also.
So,the relation is that UPSC is responsible for conducting CDS examination.
CDS stands for Combined Defence services examinations.
>>It is conducted twice every year.
The general eligibility criteria for CDS examinations is below.
EDucational qualification: Bachelor's degree in any stream from a recognised university.
Age limitations:
For INA:19-22 years.
For IMA:19-24 years.
For OTA: 19-25 years.

>> There is no relaxation for Combined Defence Service Examination but UPSC examination is given to the relaxation applicable .
Combined Defence Service Examination and this examination is conducted by Union Public Service Commission . Mostly this examination is conducted in the month of February and September . CDS I & II Last date for receipt of application was already Closed .
-->> CDS Examination is conducted for recruitment of Military Academy , Naval Academy , Air force Academy , Officer Training Academy (SSC-Men) , Officer Training Academy (SSC - Women ) .

The relation between CDS and UPSC is quite simple,UPSC is a body which conducts the CDS exams.
It conducts the CDS exams twice a year.The exam consists of Written exam on passing it candidates

UPSC is a commission formed under the Article 315 of constitution of India.It consists of a chairman
& 10 members.The major role played by UPSC is to select persons to man various Civil Services & posts
