first of all i want to clear you that UPSC is not a Exam. It is a body which conduct several Exams every year Like Civil Services, CDS, CPF, CMS, IFS, IES.
and IPS is a post which you can get after clearing the UPSC CS(Civil Services) Exam. you can apply for CS exam online on
http://www.upsconline.nic.in/
this year the last date of submission of application forms is already gone. so you have to wait for next year(2013). At this time you can start preparation for CS exam. Generally Application forms for CS exam are available online in the months of February/March of every year.

Like upsc is conducting the civil services exam(cse)
And the exams like common defence services exam(cds)
And you can apply for all these exams by just visiting to their official website
And then select the form which you want to fill
And then submit the form

As far from the point of the civil services exam
Normally the forms for the exam is available in February
And the last date is around in March
For the Civil services exam The Following Eligibility Required:
- The candidate should be pass in degree from a recognized university
-The final year students of graduation can also apply
-the candidate age should be between 21-30
-For the obc 21-33
-For the sc,st 21-35
-For the ph 21-40
Citizen:
-The Aspirant must be citizen Of India
