both IAS and IPS comes under UPSC CS(Civil Services) Exam. so to become an IAS or IPS you have to give CS Exam.
last date for CS to get registered is 5-3-2012
so, sorry to say that this year you are not able to apply for IAS exam. you have to wait for Next year(2013).

first of all there is no any examination named" ias or ips exam "
to become an ias or ips officer you have to fill the form of civil services examination .the notification for
the examination is released in the month of january or february every year and the examination is held in
the month of may/june .
This year you can't apply for the same because the last date is over and the examination was held on 20 may 2012.
So be aware and apply next year definitely .

the notification of the exam is published on the news paper and the internet in the month of the December/January. after the advertisement the one month is given by the upsc to fill the application form. so after advertisement you have one month to registrar your name for the exam.
the preliminary exam is held in the month of the may and the mains exam is held in the month of the September/October.

the age limit to apply for this examination is 21-30 years .
the notification for the upsc civil services examination is released by upsc in the month of FEB/MARCH.
all the information regarding this examination is written in the notification.
the last date to apply for the civil services examination 2012 has already passed
so you can not apply for this examination right now.
you have to wait for the next years upsc civil services examination2013.
even the mains examination 2012 will be started by 05th OCT 2012.
the notification for the upsc civil services examination 2013 will be released on 02 feb 2013.
and the last date to apply for this examination is 04 march 2013 .
before the last date you have to fill the form for this examination.
