If you want to write the exam in 2013 then you can start your preparation right from today. Not fully but you can definitely start on the last scale by reading the newspapers, and a little part of general studies each day.
You can start by gathering the required information like which institute is good for the optionals that you would want to take(in case you want to join one).
If you dont want to join, then you can start by collecting the required material and deciding on the optionals that you want to opt for.
It is never too late to start, but once you start do not give up.

if you really want to become civil officer then start preparing seriously after 12th
for preparation of civil exam read news paper daily ,prepare standard 5 to 12 books
after graduation government also runnig coaching center for civil exam
you can join them or join private coaching centre
