That candidates who have the graduate degree in engineering they can apply for this exam. The exam is conducted for four categories:- Civil Engineering, Mechanical Engineering, Electrical Engineering, Electronics and Telecommunication Engineering. Yo have to fill the form in these four categories.
But you don't worry, there is no any restriction in upsc that only these categories student can fill the form of upsc. Any engineering passed student in any branch can fill the form of IES Engineering Services Examination. If you have engineering degree in other branch then you can also fill this form. You can see it in frequently asked question of upsc click here.
The age limit for this examination is 21 to 30 years in the basis of January month, means if you apply for the 2013 exam then you must have 21 to 30 years at January 2013. You can apply for the examination at www.upsconline.nic.in. The notification of the examination is released in March month and last date for filling the form is in April. You need to be between 21 years to 30 years.
Age relaxations exist as per Govt. rules.
Academic Eligibility:
You must be a graduate in Engineering from a recognized university in Electronics/Civil/Mechanical/Electrical.
Even Final year students can also appear in IES exam, provided he/she can provide the proof of passing the exam when IES exam (Written) result comes out, which is around December 2012.

You can apply for IES exam only online. Offline IES Exam forms were available till last year, but starting from IES 2012, there is no offline application form.

All those people who fulfill the below criteria are eligible for the exam.
1. Age Limit:-
21-30 years as on 1/8/2013
2. Educational Qualifications:-
Bachelor�s degree of a recognised university with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Engineering or an equivalent qualification.
3. No. of permissible attempts :- Four (Seven attemps of OBCs and no limit for SCs/STs.
