Yes you are eligible for giving the civil services examination this year, even being in the final year of your graduation. but it is to be taken care of that by the time of your interview, you should have completed your degree completely.
The eligibility of giving the IAS exam is that you should be a graduate in any stream from a recognized indian university and your age should be in between 21-30 years
To apply for Indian Engineering Service Examination, you need to have a bachelor's degree in engineering as BE or B.Tech in any one of the following disciplines from a recognized university and if you are pursuing final year of engineering degree as B.E. Eligibility Conditions for IES Exam 2013:
A bachelor's degree in any one of the following disciplines
Civil Engineering
Electrical Engineering
Electronics & Telecommunication Engineering
Mechanical Engineering
Final year students are also eligible to give this exam.
Age criteria: The age of the candidate should be minimum 21 years and maximum 30 years for general category.
Age relaxation for reserved category candidates is as follows:
3 years for OBC.
5 years for SC/ST.
10 years for PWD.

Those candidates are eligible for IES exam which are graduate in engineering and also can apply in last year of graduation.
Every Engineering graduate are eligible for IES exam and also Mechanical Engineers are eligible for IES exam.
Basically IES stands for Indian Engineer Services , IES exam is conducts by Union Public Service Commission once in every year.
For that exam candidate must be under 21-30 years , 3 years of age relaxation for BC candidates and 5 years of age relaxation for SC/ST candidates.
