Prof. D. P. Agarwal is the head of UPSE.
UPSE means union public service commission,its not under control of one person, its a combined process which is controled by govt.

UPSC is a constitutional body whose head is appointed by the president of India. HE cannot be removed without supreme court enquiry on him, and he is not eligible for any type of govt employment after that. So he is free from political interference and can act accordingly. also parliament cannot vote on administrative expenses of UPSC
The question paper is not set by a single person, many persons all over India set the question paper, questions are randomly selected from all those papers and put up for final.
