UPSC stands for Union Public Services Commission. while IES stands for Indian Engineering Services. UPSC is a centralized body which conduct various exams for various government posts. and IES is one of the exam which is conducted by UPSC.
for IES(Indian Engineering Services) you must have engineering degree in any Branch from recognized college or university.
