Why the current IAS officers are not able to stop corruption and make India a developed country?

is ias for self or country?i am persuing my b.tech and in 2nd year,i have 2 options.......good engineer and ias....but i think ias will help more to country than engineer because india produce largest no. of engineers in the world....so,i think there is need of a good people for ias to india and atlast i want to ask that ias exam is so difficult means people who became ias are so intelligent,then why they are not able to stop corruption and made india a developed country.................please reply to my doubts.............thanks

It is better way to make realize the people who are in corruption. .... offcourse70% to 80% corrupition will stop.corruption minister & officer will hanged & all ... people are busy with their lives so no body does not care about our country .... did for independence then only a developed and corruption free india is possible.

ALL I WANNA SAY IS THAT WHO IS DOING CORRUPTION, THE MINISTER'S OFCOURSE BUT HAVE YOU REALLY THOUGHT
ONLY MINISTER'S DO,
I DON'T THINK SO, EVERYBODY IS INVOLVED DIRECTLY OR INDIRECTLY. THERE ARE SOME CASES WHERE IT CAME THAT SOME PRESTIGIOUS
IAS OFFICERS WERE INVOLVED IN CORRUPTION..

ALL IS THAT BECAUSE THEY DON'T GIVE A DAMN ABOUT THE COUNTRY ALL THEY CARE IS THE MONEY INVOLVED...
