no ias officers are not privileged enough to make laws,law making exclusively is dealt by the judiciary bodies.the ias officers are bestowed with the duties regarding the administration related issues.

>> here is some information about this:
IAS officers are for handling Administration and law & order in a District or in a sub-division of a state. While, IES officers are for handling administration in a Particular Department of Central Govt. it may be in Railway, PWD, Health etc.
An IAS officer has power to execute in a District of a State as same as IES has power to execute in his Department.
Both has to follow orders of each other in their respective jurisdiction. For example:- If an IAS officer want something change in daily schedules of trains he has to get clearance from IES officer of Railway of his Jurisdiction and as same as IES officer is also bound to help IAS officer in interest of Public communication.
