civil services exam consists three stages;-
*preliminary
*mains
*interview
ELIGIBILITY;-
*you mus be graduate from a recognized university.
age limit is 21-30 years.

Sorry to say that you are not eligible for the civil services examinations that is to be held in 2013 because at that time your age will be only 20 years and few months but the minimum age limit for the civil services examinations is 21 years .
Maximum is 30 for general candidates ,33 for obc candidates and 35 for sc/st candidates.
So,donot worry,you will be eligible for the examinations in 2014.
Civil services examinations is generally conducted for the services like IPS.IFS,IAS etc.
The minimum educational requirement is bachelor's degree and good to see that you have this degree.

General: 4
Obc :7
SC/ST: no limit .
The civil services examinations consists of three stages:
1.Preliminary test
2.Main examination
3.Personal interview

Dear, At present you are not eligible for the exam because your age is the 19 years and upsc required the minimum age 21 years and maximum the age limit is the 30 years. You have two years so you start your preparation for the civil service exam and do work hard. Upsc requirements the candidate must have graduate in any stream from the approved university. The age limit for the exam is the 21 to 30 years for the unreserved category. The age relaxation for the reserve category is the 3 years and 5 years for Sc/St category. You have the 2 years you select your optional subject and start the preparation which is beneficial for you in future. you cant write,the basic requirement of upsc is the person msut be 21 to 30 years
and education qualification is the person must be grduate
you can appear for 2014 civil srvice exams,so still wait some more time
