Upsc isnt lethargic actuallythe process you feel slow is because of the huge ammount of appalication also there are many other examinations held by upscso just wait for some time and you will soon get the call letter
UPSC is not lethargic in any-way rather it is a systematic organisation which is adhere to its curriculum, as you can conclude that many other examination's which UPSC conducts twice like CDSE,NDA whose results & procedure they promptly declared every-year.
->> second reason is that UPSC conducts many exam's simultaneously,scrutiny of many applicants like you for right-one that is a huge daunting task takes time.
->> so please have patient UPSC doesn't ignore any applicant,they formed many counter to give answer's of your query,when your application processed they own posted the status on their website.

May you are not aware of the complications of processing of application forms. The processing of thousands of application is isn't an easy task. The call letters are issued after the processing each details of every individual. You will receive the call letter before one month of the exam.

receiving application form processes.
UPSC is not dealing with me and you only.They have to deal with
many other type of formalities,so they have to think about them
also.There are many examinations conducted by UPSC.
If you had fill your form in the time then don't worry about that
relax,UPSC know vety well about there responsibilities.

UPSC is not lethargic in processing application forms. UPSC conduct many exams every years and huge number of persons apply for UPSC exams. dealing with such amount of application is not an easy task. its Process is complicated.
so be patience and wait, you will definitely get the call letter

actually upsc is not lethargic, the workload is very high over upsc they have to process millions of application forms, process result,etc so sometimes due to such reasons delay occurs but you don't worry upsc will send you admit card.
UPSC is not lethargic in application processing. Actually its have not a singe application form from you, even its have thousands form to process. And it takes time in this processing. After completing this process they will start to dispatch candidate's call latter. So friend don't worry you will get the admit card soon.
