Hello,
All the IAS officers are equivalent to each others after they find place in final list. Their ranks then don't matter. It is because of the reservation quota that SC/ST candidates get IAS post at such ranks. However, since all the IAS officers are at the same footing, they all become collectors during their service. An IAS officer is first posted as SDM in a district after 2 yrs of training. After 3-4 yrs, s/he is promoted to DM which is also known by the name of District Collector.
