I have to tell you that ,
in 2011 , there is a new rule was made that a tattoo holder cann't apply for the army jobs and police.
and some of army and police jobs are under in UPSC like NDA , CDS , IPS etc.
But there is no rule about the IAS .
SO you apply for the IAS jobs.
