Yes, their is no restriction on the tattoo.
Yes of course not a problem as nothing is mention about tattoo in the eligibility criteria's for CDS....
Well CDS stands for Combined Defence Service.

It is an civil service exam conducted by UPSC (Union Public Service Comission)
They have designed certain eligible criteria including physical fittness,which means
+ You should have required height
+ You should not have eye defect
+ You should be physically disabled etc.
They didn't say that candidates should not have tatoos,hence it is not a problem for you regarding physical fitness.

You are not able to take part in Physical test of CDS exam if You have tattoo in your Right hand.
According to rule, Any tattoo holder in any part is not eligible to join Defense services.
Therefore you are not Eligible.
CDS exam is the best exam to join Defense services after graduation degree from a Indian Recognized university.
You must be physically as well as mentally fit to crack this exam.
Your age should be between 19-25 years. You must be unmarried candidates of India.
Both male and female candidates are Eligible.
Generally CDS exam three stages;-
A written exam, SSB interview and Medical test

You can't clear CDS exam if you have tatoo on your hand as tatoo is not permitted on any part of the body in clearing CDS exam.
