You can apply for IAS but for IPS you should Physically fit is mandatory.
IAS exam is conducted by UPSC. there are three stage of exam.
1. prelims
2. mains
3. interview
Eligibility Criteria
Age criteria For IAS exam
minimum age is 21 and maximum age is 30 year for genaral candidate and
there is age relaxation provided to OBC and SC/ST candidate is 3 year and 5 year respectively
Educational Qualification
Candidate should be graduate from recognized university
Final year candidate are also eligible for this exam.
there is no limit of percentage marks.
Regarding IPS:
There is a fixed eligibility criteria which is decided by UPSC board and if you contains those eligibility then you can apply for UPSC - IPS - Indian Police Service post :
Educational Qualification : If you have a bachelor's degree in any discipline from a recognized university with at least 50% marks or any other equivalent qualification from a recognized university then you are eligible according to educational qualification.
Age Limit : If your age is between 21-30 years then you are eligible in age and if you belongs to reserved category then you may get upper age relaxation in age as per government standards which would be about 5 years for SC/STs and 3 years for OBC category candidates.
Physical Standards :
Height - Male - 165 cm for general candidates and 160 for reserved category candidates
Height - Female - 150 cm and 145 for reserved category candidates
Chest - Male - Minimum 84 cm and expansion of minimum 5 cm
Chest Female - Minimum 79 cm and expansion of minimum 5 cm
Eye Sight : 6/6 or 6/9 distant vision for good eye and 6/12 or 6/9 distant vision for worst eye and near vision j1 for good eye and j2 for worst eye
Ladies should not be pregnant during the medical and physical standards test
Nasal : Candidate should not stammer while speaking
So Finally if you have above mentioned qualification then you can apply for this exam.

But you may apply for the IAS job.
