the eligibilty criteria for applying in the ias,ips is as follows

1)the students must have completed their graduation in the any discipline,from any recognized university.

2)age limit-21 to 30 years for gc
21-33 years for obc
21-35 for sc/st.

As per the criterai you can see,that you are absolutely eligibile.

Ksou is a recognized university by ugc,you can certainly apply for upsc.

State and university is no matter for the exam. Candidatemust be Indian and complete the age 21 years and complete the graduation in anystream from the
approved university.

UPSC requirement the candidate must have completed the graduationin any stream from the approved university which is recognized by the UGC/AICETor State/Center government .

The exam notification is declared by the upsc in the monthof the February-2013.

Preliminary exam is held in the month of the May.
