In the year 2013 your age will be 30 year and the candidate whose age is 30 year are eligible for CSAt exam.
So dear you are eligible but If you belong from general category then you have a last chance to crack this exam

then you can apply. and if you are from OBC or SC/St category then

OBC then you can apply up to 33 yrs.2. SC/ST - then you can apply up to 35 yrs.3. General caste and Handicapped- then you can apply up to 40 yrs.4. Some posts which comes under the UPSC Civil Services exams :
1. Indian Administrative Services : Selected through IAS exam
2. Indian Police Services : Selected through IPS exam
3. Indian Foreign Services : Selected through IAS exam : After qualifying the Interview process of IAS exam those candidate who secure highest marks and in the top 10 are selected for Indian Foreign Services.
Number of Attempts for Civil Services Exam : A general category candidate can apply for this exam only for 4 times, OBC category candidates are allowed to apply for this exam only for 7 times and there is no limitation for SC/ST category candidates but they also are allowed to apply for this exam till 35 years of age.
Physical Standards are required for Indian Police Services Exam 2012 which are following as :
1. Hight Male - 165 cm and 160 cm for ST Category candidates.
2. Hight Female - 150 cm and 145 cm for ST Category candidates
3. Chest Male - 84 cm and 5 cm expansion
4. Chest Female - 79 cm and 5 cm expansion
5. Eye Sight : 6/6 or 6/9 distant vision is decided for good eye and 6/12 or 6/9 declared for worst eye

CSAT stands for Civil services aptitude test.The age limit for the CSAT is as below:
If you belong to general category and you will approach 30 years after 1st august then you can apply for the Civil services examinations.Mind it one thing that you have only one chance.
If you belong to OBC and SC/ST respectively then the upper age limit is 33 years and 35 years respectively.The no of attempts for obc is seven and no limit for the sc/st respectively.
You must be an Indian citizen.

You did not mention in which category you belongs to .The maximum age limit is different for the different category.

You have another +3 years if you comes under OBC catogory.
