CDS stands for Combined defense services. this exam is conduct by UPSC twice in a year.
B-tech is the 4year degree and you are studying 3rd year so you can not apply for CDS exam in this year.
next year when you are appearing your last year that means 4th year then you can apply for CDS exam.
Eligibility Criteria For CDS is
educational
candidate should be complete graduation with subject of maths and physics.
age of the candidate is 21 to 25 year.
candidate must be Indian

>> If you want to apply for Indian Army department through CDS then you should have a bachelor's degree in any discipline from a recognized university and final year pursuing candidates are also eligible and age should not be less than 19 years and more than 24 years
>> If you want to apply for Indian Navy and Air Force sector through CDS then you should have completed your bachelor's degree with mathematics and physics as a compulsory subject and any one of the - Biology/Chemistry/Computer Science and final year pursuing candidates are also eligible and your age should be between 19-22 years for Navy and 19-23 years for Air Force exam
>> B.Tech is a complete 4 years regular mode vocational course degree and you are pursuing in third year of B.Tech means not in final year so that you are not eligible to apply for CDS exam and to apply for this exam you should complete your 3 years of B.Tech then you can apply for this exam

You can only appear in CDS Exam if you are in final year or a graduate.
CDS Exam is conducted by UPSC twice a year for the recruitment of candidates in the Indian Military Academy (IMA), Naval Academy (NA), Air Force Academy (AFA), Officers Training Academy (OTA).
The eligibility criteria for CDS Exam are as follows:
Nationality:
The candidate must be Indian.
Age Limit: Male candidates (Unmarried) of age between
(i) For IMA: 19-24 years.
(ii) For Indian Naval Academy: 19-22 years.
(iii) For Air Force Academy: 19-23 years.
(iv) For OTA: Male candidates (married or unmarried) of age between 19-25 years.
(v) For OTA: Unmarried Women of age between 19-24 years.
Educational Qualification:
(i) For I.M.A. and OTA: Degree of a recognized University or equivalent.
(ii) For Indian Naval Academy: Degree in Engineering.
(iii) For Air Force Academy: Degree of a recognized University (with Physics and Mathematics at 10+2 level) or Bachelor of Engineering.
Final year students can also apply.
