There is no restriction of any kind on writing SSC and UPSC papers simultaneously. The only thing to be checked is whether you fulfill the eligibility criteria for both the exams before appearing for them.

Yes you can apply for both board examination simultaneously.Both board are different UPSC means Union Public Service Commission and SSC means Staff Selection Commission .Due to this reason you are giving both board papers simultaneously.
SSC Board exams are -
1> LDC
2> Data -Entry Operator.
3> CISF
4> CRPF
5> ITBP
6> BSF.

UPSC Board exams are-
1> NDA
2> SCRA.
3> CDS
4> Civil Services Exam.

Well dear of course you can go for both exams simultaneously.there is not any such type of restriction to give this exam and this not.
If you are eligible for any exam then you can give that exam does not matter how many more exams you are giving with it.best of luck
