Yes you are eligible for CDSE. Eligibility required:
- For IMA : 19 to 24 Years
For OTA : 19 to 25 years
For Naval : 19 to 22 years
For Air Force : 19 to 23 years.- The selection process consists of a written exam and personality test by the Service Selection Board. After the final selection, you are sent to one of the following institutes for orientation training as per your Preference at the time of filling the application form.

for the upsc Combined Defense Services Examination (CDS) also there is no such percentage criteria, you just need to have passing marks for being eligible to apply for the exam.

CDSE is a entry in all three wings of defense.
Indian Air Force.
Indian Army.
Indian Navy.
CDSE(IMA)-Graduation from any stream.
CDSE(OTA)-Graduation from any stream.
CDSE(AFA)-Graduation from any stream with physics and maths in 10+2.
CDSE(NA)-B.SC(Physics and maths) or Engineering degree.

yes, sir you can apply for CDSE exam after completing B.Tech with 58% Marks. because for CDS exam you have graduation with any percentage. so you don't worry and just prepare hard to crack the exam.
CDS exam is conducted by UPSC twice in a year for the posts of:

If you do not want to join the indian air force and navy then no need to worry just leave those option aside and just concentrate on the IMA and the OTA examination which is the part of the CDS examination. Those who like to get into the indian army choose these options to get into the defence services.
So if you like to vhoose the options IMA and OTA then its very nice because OTA does not want the maths.
It will be easier than other written exam.
