Yes friend, you are eligible for Civil Services Exam.
This exam is conducted by UPSC every year for the post of IAS, IES, IPS etc..,
Eligibility criteria for this exam :-
> The candidate must be a citizen of India.
> The age limit of candidate must be between 21 to 30 years.
There is also a age relaxation provided to SC/ ST/ OBC category candidate as per government rule.
upper age limit relaxation :-
1] For OBC :- 3 years
2] for SC/ ST :- 5 years.
> The candidate must be passed his/ her graduation from any recognized university.

Yes, You can apply the IAS Exam, Because for UPSC Exam minimum education qualification is Graduation in any field from Recognized University.
Final Year Candidate can also apply from UPSC Exam, but candidate should verify before mains exam if candidate Clears prelims exam.
