Sorry friend,,,for applying to upsc or other civil services you must hold graduate degree.If you do your btech then you kindly become eligible for the exam..
Or you can hold graduation degree in any other stream and get eligible for it...

NO YOU CAN NOT APPLY FOR THE UPSC AND THE MPSC EXAMS.
The UPSC and the MPSC exams both are the civil services exams conducting board,there fore it is necessary that you must understand that for any civil services you must have a GRADUATION degree,to apply for the exams.
For any civil services both at the state and at the central level,it is necessary to have the graduation degree,to apply for the exams of the civil level.
The diploma is only considered equivalent to 10+2,that is the intermediate and none else,although the diploma at some places is rated high in compare to 10+2,but still,it is only 10+2 passed,but not a graduation definitely.
As you have done your diploma and is your next step should be for the B.TECH,then after you complete your B.TECH(which will be of three year),you will be called a graduate only,but not a post graduate certainly.
Now if a diploma would have been a graduate degree,then the B.TECH would have been a post graduate for you,but that is not the case,you will have to do B.TECH ,you can not go for a M.TECH or for any other master degree course,hence it is proved that diploma is not a graduate degree.
Hence you are not applicable for the civil services.

no branch�s diploma holder is allowed to give the upsc exam unless they go and complete their graduation in the respective field. Because the eligibility says that you should be a graduate for giving the upsc exam

First of all i would request you to specify the UPSC Exam about which you are eying to get information.
However i just want to tell you that in common , Diploma Holders are not considered eligible for the UPSC and the MPSC Exams.
This is because the minimum educational qualification required for these exams is Graduation in any stream from any recognized college/university.
And Diploma is equivalent to 10+2 with some extra technical knowledge.
So , if you are interested in UPSC Exams , then you have to complete your graduation first.
You can also apply for these exams even if you are in the final year of graduation.
The Age Limit for most of the UPSC Exams is 21-30 years with relaxation in upper age provided to candidates belonging to Reserved Categories.
