No, you are not eligible to apply for civil services exam after your polytechnic.
To apply for civil services exam, you need to complete your graduation from recognized university.
Degree is must for civil services.
As you are interested in giving these exams, you can join engineering course through lateral entry and complete your degree and then apply for civil services exam.
UPSC conducts written exam every year to enter into civil services.
The eligibility required is any degree from recognized university with minimum of 21 years and maximum of 30 years for general category.
There is upper age relaxation for reserved category candidates.
The minimum age limit is 21 years and maximum is 33 years for OBC Category.
The minimum age limit is 21 years and maximum is 35 years for SC/ST Category.
The minimum age limit is 21 years and maximum is 40 years for PWD/Ex-service men.

Sorry to say that polytechnic passed candidates are not allowed to appear for the civil services examinations as per rules and regulations of UPSC.
You must have a bachelor's degree to be eligible for the civil services examinations.So first complete your graduation then think about civil services examinations till then prepare for it.
The minimum eligibility criteria for the civil services examinations are as below:
1.Academic requirement:
>>Bachelor's degree in any stream from a recognized university.Final year bachelor's degree candidates are also allowed to appear for the exam.
2.Age limit:
3.You must be an Indian citizen.
4.No of attempts for the exam;
General:4
OBC:7
SC/ST; no limit

To apply for civil service exam, candidate should be graduate from a recognized university and final year pursuing candidates are also eligible to apply for civil service preliminary exam
Age should not be less than 21 years and more than 30 years and relaxation in upper age would be provided as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates
Dear Polytechnic course is a diploma course which may be completed only after 12th class so that you should know that your diploma course is not completed in minimum 3 years of duration so that you are not eligible to apply for civil service exam and we are sorry to say that but you may try to get job in any other sectors as

Sorry to say that Polytechnic candidate are not applicable for Civil Service Exam.
The minimum educational qualification for civil Service Exam is graduate .Diploma degree is not equivalent to graduation degree .
So after completion of Diploma degree , you will try for Graduation course.
If you are in final year of graduation degree then you are eligible for Civil Service Exam .
But at that time your age should be in between 21 to 30 years old .
