1. make a time table of your study .
2. watching news every day .
3. reading news paper daily .
4. now start reading books of NCRT .
5. solve previous years question paper .
6. read time to time .
7. read according to the syllabus of UPSC exam .

I appreciate your dream of serving the nation.
you need to know what is UPSC.
UPSC is Union Public Service Commission which conducts many exams in which Civil Service Exam(CSE).
CSE has a misnomer as 'IAS exam' or 'UPSC exam'.
Firstly, you need to write Preliminary exam of Civil Service followed by Mains.
The qualification for the Civil Service is Graduation(Degree). So you need to complete your graduation.
Coming to the Preliminary exam, it consists of General Science and Aptitudes.
And the syllabus for the Preliminary is cover everything intermediate level like GK,Biology, everything.
And the syllabus for the Mains is to select two subjects out of 25 subjects but a combo of same stream is avoided like (Electrical Engineering and Mechanical Engineering).
And an Indian language out of 26 languages.
I'd suggest you to go through newspapers, history(Indian), Geography(India) And the problems arising in your state.
And reading the newspapers is just not the thing, you'd analyse the facts and analyse every stuff you go through.
The main important thing is to prepare notes of it. It helps you to reckon everything when you just have glance at it.
And preparing the notes is very good job because you'll never find anything in any book about certain topic which you surely find in dailies.
Go through two languages of dailies (one, perhaps English and second, your language).
And section of subjects for Mains depends on what course you do in your graduation.
After deciding the course, then go should go through previous year papers.
And you can also join a institute just 2years before writing the preliminary exam.
You should create your own time-table because proper planning and execution is more important for success.

dear you can prepare well while studying in final year,
just manage you time for studies,
select a time in which you will study only for the preparation of time,
then make a time table for that time period and include every subjects in it and give appropriate time to each subjects ,
solve more and more practice papers .

if you are completely cleared your subject in your degree then
only you can eligible to write any upsc exams
otherwise you will be treated as unqualified student
why because upsc need complete graduates with any aggregate
from any university that is up to you
but finally you must have complete degree
now you are studying final year you can eligible ..
but in your final year you are having major project
so it is better to concentrate on your studies and project
after completing successful degree then you crack the upsc exam
till then please wait and read well for final year exams

i am very happy to hear that being a mechanical engineer you want to give the USC exam
you just have to follow the steps in order to complete UPSC exam
steps are:-
**you should have a time table first of your studies
**you should read the national news paper regularly
**you should be completely friendly with current affairs and your state history
**you should follow somr good books like NCRT and good institution of your city
**and the main thing is to solve the previous year question paer twice or thrice
do it regularly and remember two things
one is:- THERE IS NO SHORTCUT TO SUCCESS
and second one is:- HARDWORK IS THE ONE AND ONLY KEY TO SUCCESS
