Arpit, Height is not taken into consideration for IAS, IPS Exam. If you clear UPSC Exam then you become IAS Officer.
Yes, You can give UPSC Exam, Because for UPSC Exam minimum education qualification is Graduation in any field from Recognized University.
Final Year Candidate can also apply from UPSC Exam, but candidate should verify before mains exam if he/she Clears prelims exam.

5'4" is 160cm and you are eligible for IPS with this height.And as far as it regards to other services in Civil Services as Administrative services,Revenue services,Foreign services etc,you are completely eligible with this height.There will be no problem as such.The physical standards in Civil services are not that tough and strict like Army or Defence services other than in Police services i.e. IPS

but you can join IAS exam after graduation degree.
Your age should be between 21-30 years.
You must be physically as well as mentally fit.
As concrete on IPS exam, this exam requires some specific physical standard.
Minimum height is 165 cms for male candidates.
Height reservation is given to SC/st category.

U asked only about Height but your BMI (Body Mass Index)is also important for it. The required height for IAS/IPS officer is, for UR/OBC category 165 cm; Chest unexpanded 80 cm; expanded 85 cm and for SC/ST category 160 cm; Chest unexpanded 76.2; Chest expanded 81.2 cm.
You seem eligible for IAS provided you fulfill all the other minium eligiblity requirement after completing your B.com .

Friend, sorry to say that you are only eligible for IAS Examination and not eligible for IPS Examination. Because your present height is shorter than the required height for IPS.But in case of IAS Exsmination, there is no any emphasis given on height. So you are fully eligible for IAS Examination.For being eligible for IAS Examination, you must have bachelor degree in any discipline. Must be subject of India.Age required is 20-30 years for General category. Age required is 20-33 years for OBC category. Age required is 20-35 years for Scheduled Caste & Scheduled Tribe categories.
Dear Hight of the candidate only matters for IPS - Indian Police Service Examination not for IAS examination that is why you do not need to worry about IAS Examination and apply for Indian Administrative Service Examination
According to your mentioned Hight you are - 162.20 cm long which is not enough for IPS Officer post because it requires 165 cm of hight for male candidate but if you belongs to ST category then only you will get 5 cm of relaxation in hight and you will need only 160 cm of hight for IPS Officer post but there is no criteria for Indian Administrative Service Examination but you must have following eligibility criteria to apply for both exams

Friend, you should complete your graduation first. As you 5 feet 4 inches i.e. 160 cm you can easily give IPS exam. And for IAS exam no physical qualification is required. Remember one more thing, age limit for these both exams is 21-30 years.
in IAS exam there is no physical requirement
in IPS exam minimum height is 157 cms
so you apply for both exam
#age limit is 21- 30 years(general)
21- 33 years(obc)
21- 35 years(sc/st)
