The academic requirements to appear in UPSC exam is to have a bachelors degree in hand. It doesn't matter if you have back papers or not. The stage where it will matter is inside interview room. That said, you need not to worry if you can justify yourself in front of panel members. Though, there are very high chances that they will ask a question about it but they can skip it altogether. If you can justify yourself, go on ....

age should be 21 to 30 years.
age relaxation for obc 3 years , for sc/st 5 years.

YES YOU ARE APPLICABLE FOR UOSC EXAMS EVEN HAVING HISTORY OF BACKLOGS.
The criteria for applying in the civil services
1)graduation in any discipline.
2)age limit-21 to 30 years for GC,3 and 5 year upper age relaxation for OBC and SC/ST.
3)number of attempts-4 for GC,7-OBC,unlimited-SC/ST.
Now the backlog is not a issue if you can clear your backlog in the time,that is if you clear your backlog within your course time then that is no issue and you are very much applicable,but with a backlog you can not apply(it is a imaginary concept,with present backlog you will never be a graduate),so basically the point is that having a history of backlogs is not a issue,and if you clear them then it is absolutely correct and you are very much eligible for applying for the civil services(IFS,IPS,IAS).

HELLO FRIEND, You can apply for UPSC civil service exams.there is not matter how much your back you just passed the graduate from the recognized universityThe general limit is 21-30yrs whereas there is an age relaxation of 5years for SC/STs and 3 yrs for OBCs. For ph there is 10 yrs.Relaxation of three years is provided to obc and 5 years to sc/st.>>nationality should be Indian.Good luck
