broucher of upsc says that candidate should be fit in medical prospective
so, i think it will not be entertained

Dear if your right ear is disabled at least 90% then you may not apply for following UPSC exams

UPSC - National Defense Academy Examination

UPSC - Combined Defense Service Examination

UPSC - Indian Police Service Examination

UPSC - Central Armed Police Force Examination - Assistant Commandant

But you can apply for following exams under UPSC

UPSC civil service examination : Should posses a bachelor's degree in any discipline from a recognized university and final year pursuing candidates are also eligible to apply and age should be between 21-30 year and relaxation in upper age as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates

UPSC Forest Service Examination : Should posses a bachelor's degree in any one of the following disciplines from a recognized university -

Agriculture
Animal Husbandry and Veterinary Science
Botany
Chemistry
Engineering
Forestry
Geology
Mathematics
Physics
Statistics
Zoology

Age should not be less than 21 years and more than 30 years

UPSC Engineering Service Examination : A bachelor's degree in engineering in any one of the - Civil Engineering, Electrical Engineering, Electronics and Telecommunication Engineering and Mechanical Engineering from a recognized university age should be between 21-30 years and relaxation in upper age follows same as mentioned above

Presently you can apply for civil service and forest service examination at www.upsc.gov.in between - 5th march 2013 to 4th april 2013 and can appear for this exam at - 26th may 2013

yes you are eligible for ias examination having 90% disabled ear. since there is no such criteria in civil services exam.prepare hard with full dedication for the exam.
