you can choose other subject also.
according to my view,
you must choose your branch subject so that you can understand these easily.

no, it is not compulsory to choose Civil Engineering as optional subjects being graduate in Civil Engineering.
you can choose any two optional subjects. but in preparation your core subjects are always helpful because you have knowledge of these subjects.
but if you really want to choose Geography and History as optional subjects you can choose.

Yes you can definitely choose subjects other than your civil engineering field.
It is totally upto you as to which subjects you want to opt for civil services exam.
You can choose any subject you think you are capable for preparing it.
infact many candidates hold themselves from choosing the optionals from their field and instead choose the ones which are more popular.
Like many students opt for Public Administration subject irrespective of their field or qualification.
Because that will give them more room to prepare for prelims as well as mains.
The decision is totally of the candidate who wants to score higher in the examination.
So you can choose any subjects you want to irrespective whether it relates to your field or not.
Just make sure you don't choose combination which UPSC does not allow.
There are some combination of subjects which UPSC don't allow. Following is the list

Yes, you are free to choose any 2 subjects for the main exam.
UPSC does not force candidates to pick subjects based on their educational background. It allows candidates to choose subjects to their liking.
But there are some combination that are not allowed..
Ex:
Political Science & International Relations and Public Administration
Commerce and Management
Anthropology and Sociology
Maths and Statistics
Agriculture and Animal Husbandry and Veterinary Science
Management and Public Administration
Animal Husbandry & Veterinary Science and Medical Science
Any two branches of engineering.
Combination of two literature's.
Apart from these you can opt for any 2 subjects.
