yes you can choose two optional subjects which are not related to your Academic background.
but i will advice you to choose optional subjects which are related to your core subjects. Because it will be helpful for you to get prepared for the exam because you have already knowledge of these subjects. so, the whole thing is that it will be helpful for you to crack the exam.

Yes definitely.
You can choose any subject you want irrespective whether it relates to your field, education or not.
The decision is totally upon the candidate who is applying for the examination.
If you find particular subject which makes you feel interested in to or find easier for preparation you can opt for that subject too.
You know many students opt for Public Administration subject despite of their qualification of science or engineering background.
So you can choose any subject provided it should the combination mentioned by UPSC.
UPSC does have some criteria for choosing combination of optionals.
Following is the list which of combination of subjects which UPSC does not allow:
- Political Science & International Relations and Public Administration
- Commerce & Accountancy and Management
- Anthropology and Sociology
- Mathematics and Statistics
- Agriculture and Animal Husbandry & Veterinary Science
- Management and Public Administration
- Of the Engineering subjects, viz., Civil Engineering, Electrical Engineering and Mechanical Engineering�not more than one subject
- Animal Husbandry & Veterinary Science and Medical Science

Yes, UPSC allows you to choose optional of your liking. It does not force candidates to pick subjects based on their educational background.
But it does have some combinations which are not allowed.
Ex:
Political Science & International Relations and Public Administration
Commerce and Management
Anthropology and Sociology
Maths and Statistics
Agriculture and Animal Husbandry and Veterinary Science
Management and Public Administration
Animal Husbandry & Veterinary Science and Medical Science
Any two branches of engineering.
Combination of two literatures.
Please check the notification in the official website to understand these combinations.
To apply for the exam you must be a graduate from a recognized university, within the age limit of 21-30 years, this is the eligibility criteria.

the upsc civil services examination is graduation based examination.
aspirants having graduation or engineering degree in any stream are eligible to apply for this examination
within the age limit 21-30 years and there is an age relaxation for the SC/ST and the OBC aspirants .
the civil services examination is conducted by upsc in two stages.
preliminary examination
mains examination.
the aspirants are required to select a best possible combination of subjects for the mains examination.
