IAS stands for Indian Administrative Service.
UPSC conducts the recruitment for the post of IAS through Civil Service exam.
Through Civil Service exam you can also apply for IAS, IPS or IRS.

Yes you should know that according to UPSC board rules any graduate can apply for Indian Administrative Services exams means you are 100% eligible to appear for IAS exam and there is no criteria about the subject means any stream graduate who have secured at least 50% marks in degree or having any other equivalent qualification as - 3 years diploma course after 10+2 can apply but the university or Institute should be recognized then your degree would be considered as legal under the government and your age should be between 21-30 years and relaxation in age as per 5 years for SC/STs and Ex-Servicemen, 3 years for OBCs and 10 years for PWD Candidates.

Yeah a bds is a graduate degree holder so he is eligible to write ias exam.the guidelines are:-
1.ias(indian administrative service)exam is conducted by upsc twice in a year.
2.a graduate or a final year degree candidate from a recognized university in any discipline can write ias.
3.his/her age must be within 21 years to 30 years age relaxation for obc 21 years to 33 years,s/c st 21 years to 35 years.
4.a gen. Candidate can get 4 chances to clear ias and a obc candidate get's 7 attempts, st/sc no limit.
5.candidate must be the citizen of india.
So, under above condition a bds is eligible for ias only main subject's to choose from the lists given by the upsc authority.

The IAS is conducted by the UPSC and the educational qualification required to apply in the IAS is graduation from any stream from any recognized university.
The BDS is a bachelor degree course,and you are definitely eligible for the IAS exams.
Although the subjects that you will have to study are completely different from those that you studied in your graduation.You will have to study the subjects after related to the Indian history,Indian culture and the languages (local ,the national) all in one word a complete different syllabus from your graduation.

IAS exam is conducted by UPSC every year an it is known as CSAT - Civil Services Aptitude Test.
Eligibility Criteria for CSAT -
Qualification-
Minimum graduation from a recognised university.
Age -
Not below 21 years, not above 30 years.
( 3 years relaxation for OBC and 5 years relaxation for SC/ST)
So, as you have a bachelor's degree so you fulfill the qualification criteria and if you are under the required age also, then you are eligible to apply gor IAS exam.
